Strategic and Practical Uses of Cost Analysis During Financially Challenging Times
This practical session will share tactical advice for using cost analysis methods, both internally within an organization and when communicating with donors. Half of the session will be dedicated to answering specific cost analysis questions from COEN members, and will best serve people and organizations looking to strategically use cost analysis results to improve project and portfolio performance, as well as and communicate cost findings with donors.

Presenter:
Christine Harris-Van Keuren, Ph.D is the Founder of SALT Analytics. SALT specializes in economic and financial analysis of global development projects, humanitarian crises, and government budgets. Dr. Harris-Van Keuren’s work spans over 80 countries and specializes in effectiveness, efficiency, equity, and sustainability. Chris is published with Harvard Business School, Inter-American Development Bank, OECD, UN OCHA, USAID, and has co-authored two Background Reports for the UNESCO Global Monitoring Report.
She was the primary cost analyst for the Gates funded projects Literacy at Scale and Numeracy at Scale and has worked on other projects funded or led by the Asia Foundation, the Brookings Institution, China Global Philanthropy Institute, DFID/FCDO, EdTech Hub, Lego Foundation, NORRAG, ODI, PADECO Japan, Save the Children, UN OCHA, UNICEF, United States DOE, USAID, and the World Bank, and others.
Under USAID’s DEEP and DECODE activities, she coauthored USAID Education’s cost analysis methods and was the primary cost analyst for USAID’s Global Education portfolio for 6 years. She holds degrees from Harvard University and Columbia University.
